Truth and Transparency – I will communicate honestly and openly, ensuring clarity in our commitments and accountability in our actions Position Summary Under the direction of the Workforce Development Manager, the Workforce Specialist is responsible for conducting in-depth assessments of participants’ employment and educational needs, developing comprehensive service plans, and guiding participants toward full-time, unsubsidized employment. This position provides ongoing training, supportive employment counseling, coaching, and mentoring to participants throughout their job search and/or educational pathway. The Workforce Specialist builds and maintains partnerships with community agencies and local businesses to leverage shared resources and training opportunities. Responsibilities also include researching career pathway opportunities, identifying training programs, conducting outreach and recruitment to determine program eligibility, and maintaining accurate participant documentation. The Workforce Specialist is responsible for entering required documentation into participant digital files and preparing and submitting program reports in accordance with funding and agency requirements. Essential Functions An individual in this role must be able to perform the following functions, with or without reasonable accommodation: Determine participant eligibility and develop Individual Employment Plans (IEPs) that clearly define pathways to employment Administer and evaluate comprehensive participant assessments to identify strengths, barriers, and needs related to training, education, and employment goals Provide long-term counseling to support skill development and establish clear career pathways leading to employment or self-sufficiency Deliver one-on-one coaching and support, including resume development, interview preparation, and job placement assistance Develop or contribute to curriculum and training materials for workforce or technical skill development, as applicable Demonstrate knowledge of workforce development principles, including job placement and retention strategies Provide ongoing employment and career counseling Provide referrals to community resources to address challenges related to goal setting, problem solving, life management, and related skills Maintain regular contact with participants to ensure activities are completed within required timelines and in compliance with program and funding requirements Assist participants with job search tools, technology, and online employment resources Facilitate or provide job readiness workshops, including resume writing, interview techniques, and financial literacy, as needed Prepare and submit monthly reports and data summaries to the Workforce Development Manager or designee, as requested Keep the Workforce Development Manager informed of activities, progress, pending issues, and potential concerns Work collaboratively and closely with Career Tech to ensure coordinated service delivery and follow-up Serve as a job developer and career/education counselor, connecting participants to employment and training opportunities Identify participants appropriate for work experience, classroom training, or on-the-job training (OJT) and guide them through these activities; monitor progress and provide job retention counseling to ensure successful completion Conduct outreach, including cold calls, to local businesses to promote program services and explain employer benefits and support services Build and maintain strong relationships with employers, community partners, and training providers to support employment retention and career development Collect and analyze labor market information, including job openings, skill requirements, and occupational trends Conduct employment follow-up and verification with participants and employers in accordance with program guidelines Maintain contact with participants and employers to address issues that may impact ongoing employment or retention Conduct participant and employer recruitment and outreach activities Identify and recruit employers and participants for UAII Workforce Development Job Fairs Process program paperwork in accordance with agency and funding requirements and meet established deadlines Represent the agency at community, government, and business meetings, as assigned Conduct outreach to agencies and businesses to obtain current information on employment, training opportunities, and WEX, OJT, or internship sites Must be able to reliably travel between our Los Angeles, Cerritos, and Santa Ana offices, with occasional travel to Palmdale to meet with participants, as required. You may perform all elements of this position or identified components, other duties as assigned or required for the purpose of the position or for organizational efficiency and effective client service. Requirements: Job Placement Skills Knowledge of area job market and workforce trends Demonstrated experience facilitating workshops and training Excellent customer service and problem resolution skills Experience and knowledge of DOL, WIOA, EDD, and DPSS regulations Demonstrated success in programs that meet and exceed contract performance goals Able to work independently and as a team member who consistently demonstrates professionalism, courtesy, efficiency, excellent internal and external customer service, high ethical standards and behavior Able and willingness to work with culturally diverse populations Bachelor’s Degree from an accredited college or university or equivalent education and experience 1-3 years related work experience in workforce development or related arenas Sensitive and/or knowledgeable to the needs of the American Indian community/culture Preferred Qualifications (Education & Experience) · Certifications · Experience working with nonprofit organizations, community groups, and performance-based government contracts. · Experience working with the American Indian/Alaskan Native community · Experience working with nonprofit organizations, community groups, and performance-based government contracts · Knowledge of Indian Self-Determination and Education Assistance Act (Public Law 93-638) · Master’s Degree from an accredited college or university Conditions of Hire · Eligibility to work in the U.S. · Fingerprint clearance and post-offer drug test. · Proof of hepatitis B vaccination and TB screening. · UAII strongly encourages COVID-19 and Influenza vaccinations; in the absence of the recommended vaccinations, employees are required to wear a mask while on company premises.
